Vietnam, EU strengthen cooperation in sustainable energy development

A high level meeting for the launch of the Vietnam Energy Partnership Group (VEPG) was jointly held on Wednesday, by the Ministry of Industry and Trade (MOIT) and a Delegation of the European Union to Vietnam. Over 100 representatives from Government agencies, development partners, financing institutions, the private sector and NGOs, gathered at the event.

The event offers an opportunity for development partners and MOIT to exchange views on energy development in Vietnam, with a focus on green and sustainable energy development.

In his opening remarks, MOIT Minister, Tran Tuan Anh, said that the consultations among development partners and Vietnamese Government agencies have affirmed the necessity of setting up an energy partnership group in Vietnam.

The foundation of this framework will create more comprehensive and coherent mechanisms of cooperation, which will enhance the desirability of resources, improve the efficiency of high-level consultations on policies. The framework put in place will also help Vietnam in the implementation of objectives on energy security and socio-economic development, as well as supporting Vietnam in maintaining its national efforts and international commitments concerning sustainable development.

Ambassador-Head of Delegation of the European Union to Vietnam, Bruno Angelet, emphasised that the development of sustainable energy is a key objective for Vietnam’s economy and the bloc are strongly committed to making the best of their efforts in order to help Vietnam in addressing this important challenge.

This requires a comprehensive approach, taking into consideration the socio-economic development goals of the country. “Achieving a greener economy through sustainable energy is good for Vietnam and therefor good for us all,” the diplomat added.

The principal participants in the VEPG are the MOIT, who have invited representatives from other ministries and development partners active in the energy sector or other closely related sectors. Representatives from business community, NGOs and research communities are invited to participate in policy and technical dialogues.

The MOIT and development partners will endeavour to align ODA, to the extent possible, with national policies and systems, and enhance coordination and dialogue for effective ODA to the energy sector. This includes efforts to create favourable conditions for more investment in sustainable energy, to increase access to modern energy services and to improve the efficiency of the energy infrastructure.

Also at the event, the EU ambassador and the Vietnamese minister signed a Letter of Intent for continued cooperation towards an efficiently performing and sustainable energy sector in Vietnam.

As a side-event of the VEPG launch, the European Union together with Germany, Belgium, Denmark, Finland, France, Ireland, Italy, Luxembourg, Slovakia, Spain, the UK and the Government of Vietnam, signed a Joint Declaration on reinforced cooperation in the field of sustainable energy.

This document aims at reaffirming the EU’s strong support in assisting Vietnam to achieve the objectives of the seventh and thirteenth UN’s Sustainable Development Goals, as well as the Nationally Determined Contribution of Vietnam submitted to the Paris Agreement on climate change which entered into force on November 4 last year.

The joint declaration will allow increased cooperation in energy sector, in particular in support of Vietnam’s commitments to supply sufficiently high-quality energy for socio-development, to diversify energy investments and business models, to develop a competitive energy market and to promote renewable energy sources and energy efficiency.
