WTO hosts Advanced Trade Policy Course

Twenty-eight participants from around the world are taking part in the two-month Advanced Trade Policy Course (ATPC) now under way at the WTO headquarters in Geneva. The English-language course, which runs from 5 February to 29 March, was opened by Ms Bridget Chilala, Director of the WTO’s Institute for Training and Technical Cooperation.

The ATPC represents the highest level of training (level 3) in the WTO’s progressive learning programme and is targeted towards participants who already possess a sound knowledge of the WTO and its agreements.  The course focuses on developing and applying practical skills on issues such as trade policy analysis, formulation and implementation; trade negotiations; dispute settlement; and trade monitoring.

Both legal and economic aspects of WTO rules and disciplines are examined in a series of interactive sessions which include case studies, simulations and exercises. Roundtable discussions provide a platform for practical exchanges, sharing of experiences and best practices, as well as debating present-day trade-related topics.  Participants are expected to prepare and deliver a presentation relating to a trade policy topic.

Feedback from the participants

“Participating in this Advanced Trade Policy Course is a great opportunity, personally as a career diplomat as well as for my country, the former Yugoslav Republic of Macedonia. I have become acquainted with trade policies through practical exercises using trade analysis tools that the WTO has already in place, by reviewing a specific member’s trade policy, by examining SPS/TBT case studies and by analysing dispute settlement procedures. Looking closely at the WTO agreements and their provisions which constitute the basics of the multilateral trading system will certainly help my government to better understand the rules and advantages of the WTO.

“Last but not least, I have gained a lot of experience from my peers, networking with participants from 28 countries.”

Burim Bilali, Second Secretary for Multilateral Economic Relations, Ministry of Foreign Affairs of the former Yugoslav Republic of Macedonia

“The best way of learning to do something is by doing it; there is no other way. That’s thephilosophy of the ATPC and it certainly achieves this. Moreover, you share your views with participants from many countries and get to know their experiences and also their culture, which is quite unique.”

Vivek Chaudhary, Deputy Director, Department of Commerce, Ministry of Commerce & Industry, Government of India

“The Advanced Trade Policy Course offers participants an excellent opportunity to enhance their capacity to analyse trade-related information, strengthen skills in identifying trade issues and formulate and recommend trade policies for ministries, departments and agencies of government. Additionally, the ATPC has presented the opportunity for participants to establish friendships and linkages with other government officials from varying professional backgrounds and different countries across the world which will effectively facilitate future collaboration.”

Martin Andrew Kirkland Philips, Director of Commodities at the Ministry of Industry Commerce Agriculture and Fisheries, Jamaica.

“It’s an honour for me to be selected as one of the participants of the Advanced Trade Policy Course 2018. This ATPC represents the highest level of training (level 3) in the WTO’s progressive learning framework. My expectations regarding this course are to broaden my understanding in the various WTO trade-related subjects and to become familiar with sources of trade through the different analytical tools which will help me to develop and apply practical skills on issues such as market access, TBT & SPS, global value chains, trade and environment, trade policy analysis, formulation and implementation, trade remedies and TRIMS. The course’s training methodology is highly interactive, including exercises and case studies, simulations, hands-on use of WTO databases and analytical tools, and roundtable discussions.  The new insights that I have gained in the different areas of trade and the engagement with participants of different views will help me to make a contribution to my country’s trade policy.

Marisa Piqué, Government official, Ministry of Trade, Industry and Tourism of Suriname.
