Chile Launches Safeguard investigation on powdered milk and Gouda cheese

On 8 March 2018, Chile notified the WTO’s Committee on Safeguards that it initiated on 8 March 2018 a safeguard investigation on powdered milk and Gouda cheese.

In the notification Chile indicated, among other things, as follows (provisional English translation):

“Regarding the deadlines and procedures, they are regulated by the Anti-distortion Regulations notified to the WTO on 13 May 2013 in document G/SG/N/1/CHL/2/ Suppl.2.

Correspondence addressed to the competent authority should be sent to the Technical Secretariat of the National Commission, which is in charge of investigating the existence of distortions in the price of imported merchandise.

What is a safeguard investigation?

A safeguard investigation seeks to determine whether increased imports of a product are causing, or is threatening to cause, serious injury to a domestic industry.

During a safeguard investigation, importers, exporters and other interested parties may present evidence and views and respond to the presentations of other parties.

A WTO member may take a safeguard action (i.e. restrict imports of a product temporarily) only if the increased imports of the product are found to be causing, or threatening to cause, serious injury.
