21/ Workshop on public health, intellectual property and government procurement for WAEMU Members held in Dakar

The regional seminar on public health, intellectual property and government procurement for Members of the West African Economic and Monetary Union (WEAMU), organized in Dakar from 2 to 4 July 2019, dealt with strengthening knowledge and capacity in access to medical technologies in developing countries. The WTO Secretariat conducted this regional activity in close collaboration with the World Health Organization (WHO), the World Intellectual Property Organization (WIPO) and the WAEMU Commission.

The participants put forward proposals on how to streamline implementation of intellectual property and government procurement rules so as to foster innovation and facilitate access to medicines and medical technologies. The representatives of Togo, Côte d’Ivoire and Burkina Faso shared their countries’ experiences in reforming government procurement regimes, promoting innovation and accessing new technologies. WAEMU is composed of Benin, Burkina Faso, Côte d’Ivoire, Guinea-Bissau, Mali, Niger, Senegal and Togo.

The regional seminar was officially opened by Mr Talibouya Ba, Secretary General of the Senegalese Agency for Industrial Property and Technological Innovation (ASPIT) and Mr Joãozinho Mendes, WAEMU Commissioner for the Regional Market and Cooperation.

The seminar was aimed at representatives of developing countries that are WTO Members and sought to strengthen the participants’ ability to participate in ongoing WTO work by expanding their understanding of WTO rules and procedures, placing a specific focus on the regional trade policy context and its linkages with the WTO. It forms part of the WTO’s technical assistance activities.

In addition to experts from the WHO, WIPO, the WTO and the WAEMU Commission, a representative of the World Customs Organization also provided input on customs measures in the WAEMU region.

At the end of the seminar, participants asked for more in-depth and broader support on these issues, which were found to be important for their countries and for the WAEMU subregion.
