32/ Ukraine launches safeguard investigation on tricone drilling bits

On 21 October 2021, Ukraine notified the WTO’s Committee on Safeguards that it initiated on 13 October 2021 a safeguard investigation on Tricone Drilling Bits

In the notification Ukraine indicated, among other things, as follows:

Notice of the Decision of the Interdepartmental Commission on International Trade of 11 October 2021 No SP-511/2021/4411-03 is published in the official newspaper “Uryadoviy Courier” No 199-198 on 13 October 2021 (https://goo.su/8H7L).

Within 30 days from the publication notice, the Ministry of Economy of Ukraine carries out registration of interested parties and considers the requirements for conducting of hearings. […] The recommended form of request for registration as an interested party of an investigation is provided in the annex to the notice.”

What is a safeguard investigation?

A safeguard investigation seeks to determine whether increased imports of a product are causing, or is threatening to cause, serious injury to a domestic industry.

During a safeguard investigation, importers, exporters and other interested parties may present evidence and views and respond to the presentations of other parties.

A WTO member may take a safeguard action (i.e. restrict imports of a product temporarily) only if the increased imports of the product are found to be causing, or threatening to cause, serious injury.
