14/ EU initiates WTO dispute complaint regarding Russian measures restricting wood exports

The European Union has requested WTO dispute consultations with Russia regarding measures restricting the exportation of certain wood products from Russia. The request was circulated to WTO members on 24 January

The EU request concerns the termination by Russia of tariff-rate quotas on exports of wood products as well as a reduction of the number of border crossing points for the exportation of such products. The EU claims the challenged measures appear inconsistent with a number of provisions of the General Agreement on Tariffs and Trade (GATT) 1994 and Russia’s Protocol of Accession to the WTO.

What is a request for consultations?

The request for consultations formally initiates a dispute in the WTO. Consultations give the parties an opportunity to discuss the matter and to find a satisfactory solution without proceeding further with litigation. After 60 days, if consultations have failed to resolve the dispute, the complainant may request adjudication by a panel.
